2.0 JMERC’s Communication

                   Structure and Needs


           2.1. Introduction

          The prevailing situation at JMERC underscores a
          significant gap in understanding its identity,
          contribution, and impact among the public and
          the media. While individuals who have had
          direct interactions with JMREC possess a clearer
          comprehension          of     its    mandate        and
          contributions, most of the public remains largely
          uninformed about JMREC's pivotal role.

          This knowledge deficit persists, notwithstanding
          the remarkable and monumental efforts
          undertaken by JMREC, often in collaboration
          with partner institutions and esteemed line
          ministries such as the Ministry of Education and
          Sports. There exists a critical need to enhance
          the visibility and knowledge dissemination
          efforts of JMREC to bridge this information gap
          effectively.

          Furthermore, the media, a principal source of
          information for the public, warrants particular
          attention.      The      media        landscape        is
          characterized by occasional inaccuracies and
          imbalanced  reporting,  particularly  within  the
          realms of health and education. The tendency
          to gravitate toward negative  news narratives
          has  regrettably  overshadowed  the  numerous
          success stories within these sectors.

          Considering these challenges, the development
          and implementation  of  a  comprehensive
          communication strategy emerges as an
          imperative solution. Such a strategy will serve as
          a blueprint for effective, intentional, and
          consistent communication, addressing not only
          what to convey but also how to engage with
          various stakeholders.

          The organization currently has eight (8) staff
          members including, the Executive Director,
          Director     of    Operations,      Monitoring      and
          Evaluation Officer, Communications Officer,
          Finance/Accountant,  and  three  (3) Education
          Officers mainly based in Kampala.
